Simply having strong border controls would solve these issues a lot easier than trying to shape your entire economy around not attracting migrants and just hoping they don't show up.

Maybe, but this is irrelevant, there were other factors limiting mass migration (except in rare situations like the Turkic invasions of Anatolia), for example it was a lot harder and slower to move a large amount of people great distances without access modern transportation which would cut down the numbers significantly.
But the other major factor is lack of interest. It was difficult for a single person to travel that distance but also there would be no benefit for tens of thousands to suddenly move as a herd to one spot unless there was something free to be obtained (which back then there wasn't). That would still apply today.

Strictly control legal immigration for high skilled, culturally compatible people (Europe), others may be able to get temporary visas but not citizenship, end birthright citizenship, Illegal immigrants are deported immediately on discovery and their belongings seized, no 10 year backlog of immigration courts ran by jews, knowingly hiring illegals (or willfully ignoring them) gets you harshly punished ranging from fines to asset seizure of both the company and executives, to jail time**, actively aiding illegal immigration (See Jewish NGOs busing squatemalans to the border) is treated as treason (aiding a foreign invader) and punished with severe jail sentences or in extreme situations execution.
