I have not seen the proposed legislation in NY but it will likely boil down to making it unlawful to toss water on a cop and other activities to be named.
Really, this is interference, there already is this law.

Now they want to create a new law...for gov't employees only, making it a felony to toss a sampling of simple water to be up to a 4 yrs in a prison charge ? Why not include it to protect all, not just cops? Right, some people are created more equal.
Just tossing 16 oz of water at a cop should not result in 4yrs and a felony conviction.
