It's insane. Once they are in, they are treated like untouchables. Cops get bonuses for witnessing murders or working in or around auto accidents where someone has died. It's been said sometimes wait around letting someone die to collect the bonus, in bigger more corrupt cities like LA or NY. This is similar. Causes or lets calamity get out of control, gets bonus for being on front lines of a great calamity.
