I wonder who he is really. His writing resembles that of someone writing in a second language. If this is the US DEA then it explains the drug laws, it a welfare program for illiterates.

I can't even read it. It's like he put a whole lot of words together in one long run-on sentence and then went back and just randomly added periods and commas everywhere.
