You’re forgetting the largest issue: Only allow voting in person. Republicans are better at getting people out to vote. Democrats are better at harvesting ballots. Ballot harvesting wins every time. Even if they were only harvesting legitimate ballots the Democrats would still have an advantage. You get far more for the effort you put in by harvesting ballots than you do campaigning and pleading with people to get out and vote.
