It's an easy fix for Republicans if they really actually cared (they don't): Just make a federal law specifying that all federal contractors and their subcontractors are subject to the provisions of the Bill of Rights the same as if they were a government agency. Any bidders that do not are automatically disqualified from all federal contracts.
