Uh, he was President when he took those materials home, and as President he had every right to declassify those documents. They aren't telling us what's in those documents either, so it's probably stuff that covers US federal corruption. They wanted their foul deeds hidden, and could not guarantee that they would remain hidden as long as Trump had those files.
