The ruling is that the circuit court of the United States for the district of Virginia does not have jurisdiction to hear a case filed by residents of Washington DC. That is all.
You're gonna have to do way better than that. You can't legitimately say a court isn't ruling what it says it's ruling by citing some retard's personal web page.

Courts can only rule on the question of law before them. That's it. They told you what the question of law was right at the beginning, but since you don't like that question you just decided to go ahead and invent the one you like. That's not how the law works. That's why retards like you end up in prison claiming the government can't do this or that.
