Public shaming is the best way of getting rid of it, although we'd need a lot more influence in the MSM and laxer Title IX control for it to be effective. It would work really well though: drum it into kids that this behavior needs to be pointed out and shunned, and they'll do most of the job for us. Kids really do say the damnedest things, so they can get away with a lot more than adults can.
