Here's the big question, what does the law say should be done with ballots without a chain of custody? My guess is that the law doesn't say. So, from a practical standpoint, it doesn't matter.
The people that did the cheating weren't dummies. They know what they can and can't get away with. Put some laws with teeth in place, or elections will just become an arms race of cheating.
