It's called "separation of power," you should google it I guess since you obviously have never taken a civics class. Executive can refuse to execute laws, Legislative has the power of the purse, Judicial makes common law and has the Supreme Court.

It really doesn't though. Explain how, exactly, it requires approval from Congress. Congress does not approve every executive action. The president can actually act independent of Congress. Does the president need congressional approval for every single criminal case it prosecutes? The legislature is not the supreme body in the republic. There are three separate and equal branches of government. Law is not the end all be all thing in the nation. It just isn't. This is a constitutional republic, not a democracy which is basically what you are describing. Yes, congress can impeach for anything. That has literally nothing to do with the Executive Branch being subject to law because impeachment is a clearly defined constitutional proceeding. It is not a lawmaking or criminal proceeding. The impeachment power is given directly to Congress by the Constitution and the executive power is given directly to POTUS. This is not a difficult concept, you just refuse to grasp it. Or maybe its just that it isn't written in crayon.

You are not aware of the separation of powers. This is one. You clearly don't know how to read if you think that citation doesn't have a basis in my argument. Why do you think that the feds aren't arresting all of the weed dispensaries? They are breaking federal law. But the law is nothing more than ink on paper. If no one enforces (executes) it, it does not matter what the law is. The Constitution says that "executive Power" is given to POTUS. Executive power means the power to execute or not execute laws. When you execute a law, you arrest someone for violating it. This is why the DOJ, DA, FBI, and police all fall within the executive branch of their jurisdiction. Congress does not have the authority to arrest and prosecute people for the statutes they create. Only the Executive Branch does. Because it is the EXECUTIVE Branch. It is literally in the name. The EXECUTIVE Branch EXECUTES the laws. What the fuck.
Also, POTUS is literally above the law in his official capacity because he is a separate, equal branch of government. POTUS is, by himself, an entire branch of government, it's called the unitary executive. Look up the Nixon stuff. The biggest concern was whether or not he would actually allow the DOJ to prosecute him. Because he could have just fired everyone that was going to prosecute him and it would have been 100% within his authority to do so because of the unitary executive principle. He has ALL executive power. So he could just refuse to enforce the law against himself if he wanted.
