Congress does not have the authority to arrest and prosecute people for the statutes they create. Only the Executive Branch does. Because it is the EXECUTIVE Branch. It is literally in the name. To change law requires congressional process. Neither judges nor potus get to casually claim laws simply no longer apply to them. Our founders made clear this is absolutely not the case. The recent outcry of unconstitutional rule by decree in the last decade plus makes the point.
