It really doesn't though. Explain how, exactly, it requires approval from Congress. Congress does not approve every executive action. The president can actually act independent of Congress. Does the president need congressional approval for every single criminal case it prosecutes? The legislature is not the supreme body in the republic. There are three separate and equal branches of government. Law is not the end all be all thing in the nation. It just isn't. This is a constitutional republic, not a democracy which is basically what you are describing. Yes, congress can impeach for anything. That has literally nothing to do with the Executive Branch being subject to law because impeachment is a clearly defined constitutional proceeding. It is not a lawmaking or criminal proceeding. The impeachment power is given directly to Congress by the Constitution and the executive power is given directly to POTUS. This is not a difficult concept, you just refuse to grasp it. Or maybe its just that it isn't written in crayon.

just as the executive has plenary power with respect to the military, the congress has plenary authority over whether the president continues to occupy the executive branch.

You're fucking retarded. Whatever, your opinion is ultimately worthless because you are obviously never going to be able to influence any legal aspect of society in any way. You don't even know how your own branches of government work.
