The Executive Branch can, and does, halt laws by refusing to execute them. It's a federal crime to possess weed, but states sell it "legally" because the Executive Branch is not enforcing the laws. This is the Executive Branch's separation of power in regards to Congress.

It's called "separation of power," you should google it I guess since you obviously have never taken a civics class. Executive can refuse to execute laws, Legislative has the power of the purse, Judicial makes common law and has the Supreme Court.
