I think she is banking on the blowback against the dems for all their totalitarian policies. When it is said and done she wants the GOP to look look like the party of individual rights and freedoms. We will see how well it plays out.

Besides violating 1A regarding Israel, as many "conservative" governors and legislatures have, she also recently was crying to Twitter about Matt Walsh being a misogynist for legitimately criticizing her.
I've got no great love for Walsh, but Kristi Noem belongs nowhere near politics. She's that mix of "cares about your rights only when it suits her" and "fully accepts leftist framework and tactics when it suits her" that is growing ever more common in the Republican party.
