If congress would have done their constitutional duty to declare and fund war, and debated this stuff years ago, then perhaps Biden wouldn't have the unilateral ability to fuck everyone like he did. If the executive is allowed to wage war without congressional consent then he is also free to cut and run without congressional consent.
