I drive the 405 twice a day in Orange and LA Counties for work. Truckers aren't getting pulled over. There's a 0 tolerance 55 zone on the 405 in Orange County for construction, no one is getting pulled over. I got passed by CHP and he was passed by big rigs this morning.
Just because there's a law, doesn't mean it is enforced. The vehicle code also states you can ignore the posted limits if doing the limit is dangerous. That means if traffic is doing 80, you can do 80.
