Where the hell do you get that? Women and blacks who owned property could vote. That's because States let people vote who were paying the taxes which included any property owner. Granted it was a small percentage but your premise that they weren't allowed to vote is wrong. So you neglected to point out that men who did not own property couldn't vote either. Free blacks could vote in Pennsylvania, New Jersey and elsewhere in 1776. There was a shift from property owners voting to "taxpayers" voting as taxes spread to more than just property.
