Honestly that isn't a realistic goal at all, how many energy efficient appliances do you have? Thanks to the industry I'm in I get to look at these and in many cases the energy efficient versions use more because they do not perform as effectively. Its a crap shoot no matter how you look at it. Realistically encouraging individuals to provide their own electricity and utilities is the only realistic way to get to zero carbon emissions.
You're definitely right. Encouraging more people to generate their own electricity through solar and wind means is the currently most realistic thing to do in this day and age.
Off grid is the greenest thing you can do, grow your own food = no factory farming, generate your own electricity = no coal or nuclear. Decentralized solutions would be the only way thats possible.
