You don't need a collective will for a civil war. You only need general chaos, and general chaos is coming, it's a mathematical certainty at this point (see aristotle and factions above, see money printing like there's no tomorrow, zimbabwe style). However, for any given group, a collective will is required to coordinate and prevail in a war, civil or otherwise. Something native american indians didn't have, among other things.

I think it will, to some extent. For instance, let's take the case of a major financial collapse leading to an economic one, soviet union style, with the same background in term of social mess, food lines, shortages everywhere, purchasing power reduced to shit, etc... There will be areas where deliveries will simply be impracticable, due to general chaos. You need order for business, any business, you can't sell food let alone at a decent price in the middle of a riot. Roads and delivery points need to be secured. Who's going to handle that? It's an open question. Probably the military for critical areas, such as power centers, but beyond that? Think baltimore, think of the shitholes

And I'm only putting food on the table here, I'm not even getting into power supply, water supply, fuel...

So yeah, you'll get madmax areas

Will the UN invite itself/will be invited by what's left of .gov, and labelled as savior? That doesn't sound that far fetched, not as far fetched as it used to sound 2 decades ago when some fringe "conspiracy theorists" warned of that eventuality
