It's not so much a question of unity, but rather a matter of common ground on one very particular issue. Just like in housing complex or better, a prison, infested by rats. Having everybody, guards and inmates for instance, agreeing on everything and anything isn't a requirement for having everybody agreeing on the necessity to get rid of all the rats ASAP.
