I'm not sure people appreciate what second and third order connections really imply. If a person so much as posted a 'russian' meme and you liked or upvoted it, you are 1 hop. So everyone that OP knows is 0, everyone you know is 1, everyone known by everyone you know is 2, and everyone known by everyone known by everyone known by you is 3. Just add whatever connective pretense necessary to justify the attack and you are good to go.
It's literally everyone this forum simply by interacting with potentially any other member of this forum who is also active on a chan, or a subreddit, or a group, where something undesirable was said... It's everyone and anyone in the United States.
It's the end of even the pretense of law.
I think it was the NSA who did a study and said in fact, the world is so connected now, that on average 3-4 billion have at most 3 degrees of separation in one form or another, which by itself is sufficient to use the powers of the state against anyone.
This is about justifying using state level powers for any reason at all, with the russians as a pretext.
The u.s. is a dictatorship, and congress and the pentagon are dictators.
