In reality, they did nothing illegal, the ATF started the operation because they were desperate to justify their funding to Congress. The ATF shot first when they answered the door, so they shot back, which lead to the siege, then when they tried to breach through the window in the 2nd floor, the last agent in threw a flashbang in behind the other two, which triggered them to start shooting, and it's speculated that the agents shot each other so they all ran back out. Ultimately Janet Reno and Clinton ordered that they end it because it was such a shitshow, and so they brought in an actual tank, rammed the walls in, threw a bunch of highly flammable CS gas in, and then intentionally threw a incendiary grenade in to ignite it. All of this was covered up and the media blamed Koresh, until someone discovered the incendiary grenade in the evidence locker, and proved that the bullet holes in the front door came from the outside, meaning that the agents shot first without reason.
