Absolutely. What's crazy to me is they never get rid of existing laws. They just edit or add on to them even when they realize it was a bad idea.

I saw a physical example of this thought process from our government the other day. I was driving through West Virginia on a route I don't normally take. (I was dodging scale houses because my axels were off and I was a bit over gross.) To my surprise, I saw signs for "Weigh station 2 miles ahead." Then another for 1 mile ahead. Then I get to it and it's clearly abandoned/rundown with another green sign plucked right in the middle of the ramp that says "Weigh station CLOSED."

Instead of just getting rid of all of the other weigh station signs, they bought a new one to let us know its closed.

Anyway, I think there was a book about what you're talking about. I don't want to vouch for it because I haven't read it myself yet. Its called "A Felony a Day" or something.
