Umm... The Bill of Rights is not a set of laws. Laws only restrict the free natural rights all free men have or remove a previous restriction.

You sound like a failed lawyer. The 2nd Amendment is not just a law, it is an Amendment to the Constitution and any 'limit or change' is only possible by a convention of states. On a more common sense note, everyone knows Why the 2nd says shall Not. It is because of the Liberal/communist currently attempting treason to change it.
