The OJD (as Biden would fuck it up) doesn't have the legislative ability to craft law. it just doesn't work that way, Biden knows he's lost that battle before it even begun. Of course though, the AFT or is it TAF I forget, has already determined it has the ability to craft legislation. They just write their own rules, and if there's a problem, they just rewrite the laws too.
