Just taking a stab at this, but the opportunity zones are filled with blacks and people who organize and agitate blacks. Because Bezos and people like him are obsessed with virtue signaling and black ass-kissing and “creating opportunities” for blacks and faggots and women and Mexicans and Brazilians and everybody except for straight white Christian males.

Riot zones are ALSO filled with blacks and agitators of blacks.
