I can't remember the name of the movie but this "vaccine" business reminds me of it. These researchers develop a vaccine that creates zombies that eat normal humans and or infect them by biting. The main researcher ends up isolated in the city and develops a cure. Bad ending because they eat him to get the cure or some shit like that.
