It makes more sense for the airport to hire, pay, and manage their own security. The government could still oversee the process and set licensure requirements, like they do for everything else, but there is no reason these people need to be direct government employees.

All this shutdown is doing is exposing idiocy of how our government works and areas they should not be involved in to begin with.

You're right about pre-9/11. Which is interesting, because it wasn't a failure of the airport security that allowed the terrorism that day. Yet, of course it was used as an opportunity to provide some security theater and let the Feds grab control.

I wasn't aware airports now had an option to provide it themselves once again, I'll have to look into that.
