Here's the thing: Free speech is always a construct. Nobody every means "you can say literally anything you want." (I mean I do, but no one else does.) There's always exceptions. So the exceptions that you see in, say the US Constitution and canon are culturally specific. People who aren't a part of this culture are going to have different ideas. So I don't know where this asshole is from. Columbia, I guess. But it's a safe bet he doesn't recognize free speech as you and I conceive it.
