My first take on this was that potato really was filmed outside the white house and then an abc intern tried to spruce up the vid with a stock footage of mics overlayed and got the masking wrong and rushed the job out the door to meet a deadline. The masking just looked terrible in the abc clip and it is possible the software made a mistake and caught bidens arm in the render instead.
The reason for that was because the lighting looks really really good on potato relative to the background, it matches.
When you look at the still of the mic underneath the hand, the lighting on potato starts to look off as well.
But then there is a second clip from a different angle with the same mistake?
Not sure any more.
