"White Hats" refers to the good guys. It's a holdover from old westerns where the protagonist very commonly wore a white hat, while the antagonist would wear black.

It's where you get the terms White Hat Hacker to denote a person working within the law for various purposes such as counter-hacking and such, Black Hat Hacker to denote someone working outside of the law for nefarious purposes, and Grey Hat Hacker generally for someone working technically outside of the law but for noble purposes.

"Small Hats" refers to Jews.

Or is "White Hat" the opposite of "black hat"?

It's entirely possibly I've missed something about the UN. But I've personally never heard of White Hat being anything other than the opposite of Black Hat.
