The left acquired this concept of negative freedom. It's the idea that if you don't have enough money to buy a billboard with your idea on it, that you don't really have free speech. This morphed into the idea that, well, if one guy has a billboard, he's denying free speech to the other point of view. So they determined no one should be able to have a billboard except for the government.
