It can shut down, just takes a month or two for the funds to run dry. From what I'm hearing, the free food for the shiftless (Food Stamps, etc.) will only last through January, and much of the remaining funds will be dried up around end of February. Think of it as a train that runs out of fuel....takes a while to grind to a stop.
