I always thought what makes a solider perfect is their ability to arbitrarily follow orders. Hence, if that is the case and we have the best people, then it should follow that they are doing what they do best and are adhering to orders by their new bosses.

The fences are a small deterrent at best. Live rounds are more of a deterrent. Live rounds being fired by live people is the best deterrent.
