A better idea would be to help these folks move to Tanzania, Zimbabwe and South Africa, not take land inside the United States.

Marcus Garvey also wanted that but they were able to bust him on dubious charges. Ideally they should be repatriated back to Africa. However, Personally I am not opposed to yielding a few southern states if that means getting them out of our hair! Give them Alabama and Mississippi for all I care, just make fucking sure they stay there and don't come around White people territory.
I'm not giving up any land period. I just want to help the African-Americans who hate living in the United States to leave and go somewhere else. The African-Americans who love America should stay. I don't see any reason for them to leave.
I will even say the same for White People don't value American values, they should go live in another country. In exchange, we need to start bringing in people who actually respect our values in this country.

You should look into Ghana's program to allow African Americans to immigrate.
I'd recommend Tanzania for people who like Socialism. South Africa and Zimbabwe would also be some great choices. I would avoid Nigeria though, they got some problems
If they got educated in the United States and went to live in Africa to help improve that continent, there would be some great benefits for Africa
