I did notice that most people don't suggest that any more, but it hadn't really caught my attention. Come to think of it though, you're right that no one says 'write or call your representative', and I'd chalk that up to exactly what you wrote: people don't think they're listening any more.

And when people conclude their government isn't listening, people will in turn stop listening to the government.

I disagree however that writing and calling has no effect. It depends on 1. the level of the office (local politics is highly responsive), 2. the size of the campaign, and 3. what you're trying to achieve.

Do I think it's as responsive as it used to be? Not by a long shot.

Do I think organizing a very large write-in/call-in campaign would be useful? Yes.

It would by a stark and final slap in the face, or reminder that even if you get a response, they will just find some other excuse for doing what they do in the federal bureaucracy. People already know the public is being ignored, lied to, trampled on, and stolen from at the abstract level. Whats needed is to set that message in stone definitely.
