He was originally saying you shouldn't wear a mask. A lot of people hand-wave that by claiming "he wanted the supply to be there for health workers who really need it", but that's not at all how he phrases it. He says nothing about needing to maintain a supply, and instead talks about them as if there's no point.
Of course, NPCs will then claim "ThE sCiEnCe EvOLvEd", except we're talking about literal SARS 2.0, so it's not like we're dealing with some unknown of an indeterminate size.
