Politicians in blue states have to write checks their future self's cannot cash. Support from the police, fireman, and teachers unions are imperative to be hired. Passing ever greater pension benefits is required to stay in office. The taxpayers will replace them if they raise taxes to pay for those pensions. They kick the can down the road until white flight destroys their tax base and they are unable to honor those pensions and the city goes bankrupt.
