Only if their goal then was total annihilation. It may have been seen as a necessary stepping stone to the current situation. And as was said, they just keep trying. Which is their longer term plan really. No matter how far they get, next time will be a little further and a little further. So even if they failed in the USSR, they're still here pushing the same bullshit.
