I believe if it has not been corrupted, it has been blackmailed. I think that most kickbacks come in the form of money laundering and the public will never know.

That's nothing, you should see what they do through the State Dept. The billions of your tax dollars they give to foreign nations gets funneled back through their relatives and back to them. It's nothing more than a kickback scheme, and they all do it.
