I thought that's what switching the votes on camera was all about.

Yes thats part of it, but it's also labor-intensive and raises red flags. Its one more tool in the arsenal and a serious new one at that.

Why rig elections when you can just prevent opposition from getting into office at all?

I feel ya. Honestly I'm expecting them to come out and say that from now on, the current administration gets to pick any and all representatives, judges, and company board members. Any complaints will be considered racist and therefore a terrorist.
