You left out the preceding 3 versus which clearly give the context. It is very clear that Matthew is saying to not swear an oath to obey God. Just obey God, no oath needed. And that giving an oath to obey God is not only unnecessary but virtue signaling, which is evil.

The bible does not condemn oaths.

I did not leave out context. Again I ask why bother with swearing on a Bible (to the Lord) if it's not as proof that you will obey what you believe is Gods will in the matter being sworn?

"Fulfill to the Lord the vows you have made". Note that it doesn't say the vows you have made to obey the Lord. It just says vows you have made. The remainder of the teaching is about vows in general.

Oaths:

33 “Again, you have heard that it was said to the people long ago, ‘Do not break your oath, but fulfill to the Lord the vows you have made.’ 34 But I tell you, do not swear an oath at all: either by heaven, for it is God’s throne; 35 or by the earth, for it is his footstool; or by Jerusalem, for it is the city of the Great King. 36 And do not swear by your head, for you cannot make even one hair white or black. 37 All you need to say is simply ‘Yes’ or ‘No’; anything beyond this comes from the evil one.

Evil ones want you under their thumb. A vow, and its counterpart more important "broken vow" is put in place and used to punish those who don't obey an earth bound mandate, law or entity. God clearly does not want us play an evil, losing game that means nothing to God but gives government (or worse) an unequal power over us.

There's more to it than this - think about why a simple "yes" and then obeying law isn't considered enough by some. The Lord owns our SOUL. It is the Lord's only concern. Swearing on a Bible (to the Lord) to anyone is an oath against our soul that belongs to the Lord. We clearly should not be bargaining our future behavior on earth with our soul.

I don't think God condemns people who swear oaths, God is simply saying don't do it. We gain nothing from it and can lose much.
