California did, up until this last year. Affirmative action in college admissions was banned when they found out that it hurt black people even more when they landed in schools they couldn't actually learn in. The failure and drop out rates skyrocketed for them. But they decided to play this game again, so we will see the same thing happen again. Except they will probably ban giving blacks a grade lower than a C.
AFAIK there are still tiny engineering schools that do, but maybe they have caught the affirmative action bug.
Well most of the "whites" that are in there now are Jews, but regardless most people go there to make connections to money. It's not even that the diploma qualifies you more for a job than a different school; there are better trade schools; it's that, if you're smart, you networked with people from powerful families.
