Sounds like he's doing the opposite of what they're telling us to do. Which isn't always useful when both sides are stacked against us, but it's a good starting point.
Hitler himself actually wrote a whole chapter on the this where he outlines the three types people when it comes to propaganda. Basically you have:
A) Total sheep who will do what they are told and won't think too hard about it.
B) Skeptics who will attempt to do research and suss out motivations and seek truth.
C) The completely jaded who have caught a lie in the past and assume out of laziness that everything is a lie/trick.
Hitler states that group B are the most useless to a propagandist, though they can still sometimes be manipulated with cleverly placed or manipulated evidence and persistent editorials, etc. However he states that somewhat counter intuitively group C are actually just as easily manipulated as group A so long as the propaganda is sufficiently targeted.
