They're claiming he violated 18 USC 241, conspiracy against rights. He conspired to deprive someone of a right guaranteed them by the constitution by tricking them into not voting with his memes. It's actually not a terrible legal case.
Of course 18 USC 241 should be applied any time a new gun law is passed.
