More practical question: can you murder someone at sea?
Flagged vessels typically follow the laws of their flag country when at sea, but 12 miles out, and especially 200 miles out, is "open water" where there are no inherent laws.
Since the ISS is flagged with many nations, I would assume murder is illegal from all those countries.

Buy a boat, find a country to register your flag to - or none at all - take people out beyond 200 miles, and as captain you are the law.
Some states have a law that says if you are a resident of the state and do something, anywhere, that is illegal in the state, and then return to the state, you have broken the law. I.e. you live in California, travel to Nevada, bang a 17 year old (legal in Nevada) then go back to CA, you can be charged with statutory rape. They would apply the same law to travelling to China, space, or the sea. I'm guessing all states don't have this, but I don't know.
With that being said, you can always just not go back to that same state.
There was an instance in the last year or some where a female broke the law on the ISS and wasn't prosecuted. I can't remember the details, might have been a civil matter.
