I don't understand how the government can flip flop like this. I mean I know they are getting sued. But still. As a matter of principle, you need to be able to go ahead and plan to build an infrastructure project if the government says it's ok and not have to worry about who is going to win the next election. And Democrats ask why our infrastructure sucks.
