Just a guess, but maybe her daughter did this herself to fuck with her mother. That's about the least outlandish explanation I can come up with.

That is my deduction. Kelly has had issues with both her and her Father. Kelly gets nothing for posting a pic of her daughter. Her daughter gets victim cookies for doing it herself.
