Your First Amendments rights generally don't apply on private property, with some exceptions. (Shopping malls in New Jersey, for example.) But I would be interested in the wording of the bill. This one could get twisted pretty easily. (For example, they are saying 'private property' then talking about public roads.) These are the kinds of bills that can bite you in the ass if not worded properly.
